1:
FRANCHISES
Each franchise shall have a fee of $150.00 plus an additional $30 for
playoff round. An additional yearly fee of
$10.00 shall be assessed for league statistics throughout the season.
2: ENTRY
DRAFT
Each team shall be allowed 20 selections.
Three optional picks will be allowed to each franchise at a cost
of $10 per selection
The selection order shall be determined by virtue of a
lottery selection of franchises entering the coming season. Drafting
positions will be determined in advance of the entry draft at a date and
time mutually selected by franchise members. Each round of the draft
shall reverse completely the order of selections.
Each team shall be responsible for its own reference material and
ratings. The league shall supply no reference material.
3: TRADING
Any franchise may, at any time after the draft and before the league
trading deadline, trade any of its
players to any other team for any of that team’s players.
A team may trade no more than one extra player in any one
transaction (i.e. 2 for 1 but not 3 for 1).
Trading may involve players or draft selections rights of
the current season only. No transactions may involve money or unknown
future considerations.
From the start of the season up until the conclusion of the NHL All-Star
game a team may neither increase its goal total by more than *10 goals
nor can the total goal differential in players traded exceed *10 goals in
any one transaction. No player may be traded while injured or playing in a
minor league without the full acknowledgement of the receiving team.

(The below takes effect one week after the conclusion of the
re-entry draft.)
If a team is more than 20 goals from the last money spot in the standings they are prohibited from trading with any teams in the money spots or teams less then 10 goals from the last money spot.
If a team is more than 20 goals from the last playoff spot in the standings they are prohibited from trading with any teams in the playoff spots or teams less then 10 goals from the last
playoff spot. (See examples below)

4: RE-ENTRY
DRAFT
There
will be a two round re-entry draft held at some time mutually agreed
upon by league members. All
players not selected during the entry draft will be available for
selection.
The
order of selection for the first round of the re-entry draft shall be
the reverse of the standings on the draft date. The
second round of this draft shall be the reverse of the standings after
the first round of selections.
All
first round selections shall constitute a “free” pick. All second
round selections must
be immediately followed by the release of a player by the team involved.
All players that are dropped with second round selections will become
available to all other teams for 48 hours after the re-entry draft and
again on the day of final 15 roster positions are finalized.
The team that originally dropped a player from their roster is not
eligible to pick up same player at a later time.
5: ACTIVE
ROSTERS
Standings
shall be calculated by the total number of goals for each team’s
active roster of 15 players. The
active roster shall consist of at least one rookie and at least two
defensemen. No player may count as both a defenseman and a rookie.
6: WAIVERS
A team can drop any player that is on their roster at any time
during the season up until the final roster date. The player that is
dropped is permanently removed from team and is placed on waivers and
becomes available to all other teams in the league for 48 hours
following drop. All players that are released during the second round of
the re-entry draft are considered waived. The lowest team in the standings that claims player will
be able to add player to roster and must immediately drop another player
from their roster, who subsequently becomes available for waivers. All
players that are dropped and not claimed become available prior to the
day teams name their final 15 player roster, with the lowest ranked team
having first priority. The team that originally dropped a player from
their roster is
not eligible
to pick up same player at a later time.
7: FINAL
ROSTER
All
teams must notify the league of their final roster on or before a date
mutually agreed upon by league members.
The
final roster must include the 15 players as outlined in rule #5.
The
league shall notify all members of all final rosters.
8: TIE
BREAKING
All
ties, including Team of the Month, shall be decided by the following;
1)
The
team having the most overtime goals.
2) The
team with the higher total goals for the teams two defensemen and one
rookie.
3)
The
team with the highest individual player’s goal total.
4) The team with the highest rookie goal total.
5) The team with the highest defensemen goal total.
9: ROOKIES
Any
player designated as a rookie by the NHL shall be regarded as a rookie
by the WHL.
10 DEFENSEMEN
All
players listed as defensemen at the NHL.com web site, will be
regarded as defensemen in the WHL. If any league member brings
up the validity of such a classification at the entry draft, the league
members will vote on said player’s classification. If
a question arises on a prospective defenseman’s status during the
re-entry draft, the decision will be made by the league president, at
that time.
11 TEAM
OF THE MONTH
Each
month the team making the greatest gain in goals during that month shall
be awarded Team of the Month. Calculations
are made by subtracting the team’s total goals on the last day of the
previous month from the current total.
No
gain or loss can be made through trades, or re-entry draft, as this
award is concerned.
12: PLAYOFF ROUND
WHL Quarter Finals - NHL Round 1
WHL Semi Finals - NHL Round 2
WHL Finals - NHL Round 3 and 4
The final top 8 teams in regular season standings will be eligible for
the playoff round. You would get to use any 15 players from your roster
including players dropped for your final top 15 roster. There is no
requirement for rookies or defense on this roster. Any players picked up
from the waiver wire will not be eligible to be on playoff
roster. For the first round of the NHL playoffs the #1 ranked team would
compete against the #8 ranked team, #2 plays #7, #3 plays #6, and #4
plays #5. The winner #1 vs #8 will play winner of #4 vs #5, winner of
#2 vs #7 will play winner of #3 vs #6 for the second round (see below
for bracket layout). Whoever scores the most points in the final round
would win the cash award. The extra $30 cash per teams goes to the
winner. Points will be as follows, Goal=2 points, Assist=1 point and an
OT Goal=3 points.
If both teams that advance to the
next round have no players that are still active, the team with the
highest total in the previous round will advance.
All
ties in playoffs shall be decided by the following;
1)
The
team having the most overtime goals.
2) The team with the most goals.
3)
The
team with the highest individual player’s goal total.
4) The team with the highest individual player's total points.
5) The team with highest scoring defenseman
6) The team with the most active players
12 LEAGUE
PRESIDENT
Any
discrepancies that arise will be decided by the league president. Any
rule changes must be voted on by
all
league members, agreed upon by a majority of votes.
